Hot and Latest both have exactly the same number of memes - they all have all the site's featured memes, if you scroll far enough. They're just ordered differently.
But it doesn't really matter. I probably didn't need to make the comment. I knew what you meant. You meant in the part of the Hot pages where people will see it (which is all that matters). And yes, you do need upvotes, comments, views, etc to get high enough in those for people to see the memes. I was just being unnecessarily pedantic.
