Well, let's say that you need a piece of wood 10 inches long.

If you cut one 11 inches, then you'd have to cut another inch off.

If you cut one 9 inches, you'd have to start over and cut one 10 inches.

Either way, you're cutting twice.

The actual saying is "Measure twice, cut once."
