That's what it was supposed to be. If you don't understand the bottom part that's 10 code talk for "give me their position". True 10 code talk would have it be "Give me their 10-20", but I've never heard anyone actually use it that way. You've probably heard of 10-4 before. That's 10 code for "message received".*
*All agencies have their own 10 codes, so police in neighboring jurisdictions might be confused as hell if their heard each other's 10 codes. That's why there's a big push in emergency response to abandon 10 codes and go to plain speak over radio communications.
