After you hit "generate" click "go to image page" click "edit" change the title, add tags and click "update" to confirm the changes. Once you submit your meme you won't be able to make any more changes. Hope that helps :)

actually pretty sure you can slip changes in before it's featured, but after that you need to beg a mod

after you hit submit, you should get the disclaimer pop up. Instead of hitting submit, click on edit. it will then take you back to your meme where you can edit title, add tags...
