The same with hunting. This type of regulation needs to be done with pets and breeding. Breeding should be limited to certain number of licenses with each offspring neutered or spayed unless the buyer also possesses a breeder's license. Sorry it went over your head. Maybe understand what a license does prior to commenting? That would help you a lot.
