Ummm... Still not showing up in templates... Select "Upload your own image", select "Browse...", find the file, select it, name it "cynical-kitten" (or whatever, but this is how you introduced it) where it says "Name:", put a check next to "Allow image to be displayed in public template directory", and select "Upload". The check and the name are the key parts to letting others use the template.
