If you want to see new people on the front page, the best way to make this happen is to go to the Latest stream and upvote memes. I think a lot of memes get overlooked because people only check the Hot stream, or their favorite users.

I agree with you that variety is good. I don't agree with you that more new people need to be on the front page. I already see plenty of new people there.

Maybe they don't know it's there, or maybe they don't have enough time.
