When you're getting tons of notifications on users commenting on your meme, you don't really find the time to check out other memes, even if you have to wait 3 minutes to comment again.

That's a good point. I don't know what could be done about it, though.

Nothing really. Maybe if most users check the latest section (3 pages of it at least) before responding to comments, might help.
