I think it has to do with using original images rather than standard templates. When you upload pictures to the site the mods have to review them personally to make sure it's not a pornographic image etc, since computers can't do that automatically yet (as far as I know). With popular templates they can just program the computer to scan the words in it for certain offensive words or phrases. At least, that's my theory. :)
