So, when I first read this, I thought that he's banning all residents of VT from travelling to NC. I don't think that there's any way that he could constitutionally do that. Perhaps it's just all official VT state government trips to NC? (You tell me, please, I'm too lazy to research it myself and don't care that much, LOL.)
