All you can do would be flag where he is trolling you and see if that works. Don't count on it though, because I tried it when his tedcruz account was trolling me and I don't think it worked. I would say take a break from Imgflip for a day or two to relax then come back and if he's still trolling you, let me know.

I have a couple of his alts on me and the occasional RiseAgainstBullying comment but that's pretty much all. It's more they devote so much of their life following you and I'm over here just having a good time.
