You don't need to be a US citizen for a trial. In fact, the coast guard in the past, would intercept suspected drug ships, arrest them if drugs were found, and they would stand trial in the USA. Because, that's how a free and fair society treats suspected criminals, were supposed to be the good guys, remember?
