well the meme itself is referring the fact that due to the Java being popular, and Microsoft being a big greedy company not liking that, made a new language called C# to compete with it. There are also some other languages with C in the name. Like C, and C++. C# is often considered as part of the C "family", despite being similar to Java and not C or C++
