When people say all art is political, they don’t mean it in the sense that all art is political propaganda. They mean that, in some way, it reflects the culture and values of the society it was produced in.
So, in that sense, if you were to ask me how the drawing of that is political, you could make the argument that it reflects how we as a society are increasingly abandoning traditional gender roles, since in a drawing like this, the female is the “dominant” one here instead of the male.
