An I-90 Form USICS#
Fill out the Form 4473 and pass the NICS scrutiny

If the immigrant in question is here on a work permit or student visa, and are not permanent residents, in addition to the above, they need to have a valid hunting license issued by the State in which they reside.

Or, they get their girl friend to buy it for them.

I was refused a gun sale as a US- Colorado citizen in Arizona. Wouldn't even process any of it...

You can only purchase a handgun in the state with which you reside. Now, they can sell it to you and ship it to your local FFL dealer to affect the transfer.
Additionally, legally speaking, if your state is bordered by the state in which you are trying to purchase a long gun, that FFL dealer is legally allowed to transfer it to you. They don’t have to, but the ATF and Federal Law allows them. It is their choice.

Yeah, Colorado only touches AZ in the Four Corners. Shame, it was a collector type vintage long gun, wouldn't ship to local FFL, even after calling on the phone.
