It's called "Bungee Inline" 



Gotta scroll through a whole bunch of Google fonts to find this one, and there's other "Bungee" ones you'll pass en route, but minus the inside line which with this one you can expand by expanding the Outline Width when you opt for Outline instead of Shadow.
