I'm going to have to ask Finlayson, as I just became owner and he's been for a longer as well as being site mod. The 10,000 pts is to protect against spammers with fake accounts.

Basically the only way to get points is by submitting memes to whatever streams as well as commenting and hoping they get upvotes.
