I'm not sure where you live, but crime and problems due to the homeless do seem to exist at this time within the country I live in, which are two contributing factors to a lower quality of life. Another example of that would be in New York where they will be taking resources away from the residents and schools to support the homeless, which also results in a lower quality of life.
