in a nutshell, some NPCs you can buy stuff from / etc occasionally arrive nearby your base, for example a fisherman.

"Illegal arms dealer shows up to their house" is the main joke here, creating a joke over the "(name) the (thing (eg. Fisherman)) has arrived!" thing that appears in chat/whatever I forgot
