Thanks for asking. Not sure what Sitewide Moderator you are thinking had provided that Terms of Use interpretation you've outlined.

From what Imgflip HQ has explained to me, racial slurs are against the Imgflip Terms of Use, always, everywhere, censored or not, directed at a user or not.

I'm just going off of what the TOS itself says

Unfortunately there are some users who think they can post racial slurs and be inside the Terms of Use.

There is no ~/j loophole.
There is no ~I'm X race so I can say X slur loophole.
There is no ~some user posted a slur so I'm posting a screenshot loophole.

My advice for users, don't post racial slurs.
