The reason why school don't allow hats or hoods because typically, the school cameras could only look at one angle, so if you were to wear a hood or a hat, then they wouldn't identify you. It's the bare equivalence of wearing a mask in school.
No, hats are banned mainly to discourage kids from glamorizing gangs & thug culture on school grounds. The colors & designs of different hats would also be a distraction in a classroom. This is why some schools have dress codes, to prevent distractions.

at my school if there was a teacher that was trying to get a student to remove his hat, everyone in the vicinity would collectively support the person with the hat and annoy the teacher so that they would go away. btw this isn't in America.
