It's a 3D effect that's standard with Windows in the photo app. I open a photo and there's an Edit & Create drop down menu (see the screenshot); Add 3D Effects is one of the options and it has all kinds of effects; it turns the photo into a video, and then I used imgflip to shorten it and crop it for posting.
