Because if shaggy required 10% of his power to defeat the collector at 1% that would mean the collector is ten times as powerful as shaggy

I already have a design in mind for his true form

Shadronia can control things by looking at them
But they can break free if they fight against this control inside with their soul

The collector uses hundreds of different forms of magic so he likely has at least 4 or 5 spells that strengthen his soul

And that's in his human form (foreshadowing)
