I don't speak Spanish but my mother language is heavily influenced by Spanish.

"Negro" may be translated to "black" but it more accurately means native or tribal native (Tribes)

There is a place that is called "Negros Occidental" and "Negros Oriental"

It wasn't considered as a slur or an insult, it really depends on how you use it.
