I've once found peeks of nipples in the stream, but they were for the most part completely censored. And Ecchi (as a genre) is generally censored. Some toe the line to being considered "Hentai", but Ecchi is always censored sexually suggestive stuff. So yeah, the Ecchi stream isn't really violating the TOS. The AAM did by continuously harassing the stream, even if the stream followed the TOS. (God that was a lot to type)
