The mods are totally different people from the developers. You can generally blame the developers/owners for site changes, and the mods for individual moderation decisions.
Claiming ownership of obvious ideas will only make you unhappy, I think. It's obvious that the developers knew they could introduce more colors or different sizes when the custom icons were originally introduced, but they chose the exact configuration they wanted to start with. I would phrase all the "more colors!", "combined colors!", "bigger grid!" comments merely as feedback, as opposed to novel ideas. Just like the "custom profile pictures!!" feedback is not a novel idea. A bajillion social sites have support for that, and it's something we've deliberately avoided so far, for a few reasons.
