I'm not sure the dog had bad intentions simply by its reaction to mom cat. Looks like it knew it did something wrong and had a submissive stance but with its size it could've harmed those kittens. The owner who gave zero craps to try to stop the dog on the other hand I would've loved to repeatedly kick. Of course mom did get there quick but still looks as if he wasn't trying to stop the dog as most would've pulled back instantly so idk. ;P
