Nope.. the centre circle of balls is not moving at all, although it looks like they make a slight clockwise step on every rotation.. they do not.

Lol I put a couple up a while ago just for a laugh, I couldn't resist it, the click to show link rick roll that I placed on a rick roll gif page worked the best as they got rick rolled twice haha.
Some places allow you to change the title of a link that's how they got you
