It was a black guy in Seattle, saw the car blockade and panicked when they started to throw stuff at him and move toward his car to teach him a lesson about respecting a protest. He tried to get around it on the shoulder and hit two women you can see flying in the middle of the clip. One died, the other pretty messed up. Last I saw, he was not impaired and he isn't getting charged, the protesters were in the wrong, all subject to change of course.
