Hi, Are you reffering to what the guy waves over the cops?
That's actually a phone and his presence in front of the cops was staged and he had told other protestor (video was taken) that he was there to get into a fight.
Turns out though that he is most probably trying to hack into the police radios with a device connecting through bluetooth to jam and or intercept police communications and so that is his phone he is waving over the cops bodies.
I might add, would you wave your hands over the area a cop was holstering a gun? I wouldn't try it without expecting consequences as i'm pretty sure they would view it as too close to it and given the tensions I definitely couldn't imagine acting that way. That makes it clear he was intending something nefarious in what he did. He knew what he was there to do and that he was going to cause a scene. The cops actions were quite controlled really probably because he did present as an old guy.
