The first definition in Merrigan-Webster is:

1 a: consisting of, containing, covered with, or soaked with liquid (such as water)

Since water consists of a liquid such as water it must be wet.

Granted, water in complete gaseous (or solid) form would not be considered wet, however, when talking about water, most people would assume liquid form

While wet consists of water water must also consist of wet because multiple water molecules have to be together for us to see it therefore water is wet.

Water IS wet. Water just cannot GET wet.

But at that point we can't really call it as "water". For example, water vapor is the same as water but it's just that every molecule is split farther apart than in its liquid form. So...

We're not talking about the physical properties of an H2O molecule, we're talking about the water that's formed when all those H2O molecules are bunched together in a way that it's liquid.

Also, that's just what one molecule is, an H2O molecule.

a very confusing question!? well... it can be both... when water sucks into the ground, it is dry, but when it is in a glass, like a cold glass of refreshin' lemonade or in a pan, or pool, it is wet

and... Water is wet because when your hand goes into water and you take it out, it is wet. Your hand can’t BE wet unless the thing you put it in IS wet.
