I think Jar Jar was supposed to be the roll of C3PO and R2-D2 for the prequels. It's obvious it didn't work. I believe Lucas thought that if people could understand what R2 was thinking with beeps and whistles, people would understand the gibberish that Jar Jar spoke. This is all speculation on my part.

I’ve also read theories That he is a Sith Lord. But they never went that far because jar jar was hate it so much that they decided not to continue on that route. It’s an interesting theory if you haven’t read it.
