I use a thing called puppet tool and Tracking in After effects makes life so easy... Tracking on gifs can be pointless as there are so few frames. The Puppet tool I used for 'Pew Pew' up vote gif. I have been given more thought about using blender - I has a game engine too... Once you have built you asset you could create an up vote soap opera lol...

Never done any 3D model, just 2D GIFs is plenty for me already. lol

some companies use 3D software for 2D work.. Probably due to the animation tools. 3D models can be downloaded. Very rare you you will get one person that can do it all.
