they'd be friends but i think tenna would win with a very low diff.
if someone is in the tv dimension of puzzles, puzzle has control over it and the enemy can stay there infinitely, also puzzles can "teleport" from a tv to another
if someone is in the tv dimension of tenna, tenna takes the role he wants and every error in one of his minigames translates into real damage that bypasses every defense/immunity.
about "overworld" attacks, puzzle doesn't have much, i think he can just zap from his fingers and pipebomb you with his screen (and i think this last one is something that wouldn't affect tenna)
while tenna has the act contracts (that can stop puzzle from attacking, using any form of magic, using an item or defending) and even without them he would win with the "smash cut" attack which basically bends reality lmao
however tenna is a darkner and puzzle would count as a lightner... idk if this would affect the battle but puzzle PROBABLY would be able to litterally take control of tenna because of that
