In the show Avatar: The Last Airbender (ATLA), the city of Ba Sing Se is a city in the Kingdom of Earth run by a dystopian government which aims to suppress negative political rumors. This character is a brainwashed member of Ba Sing Se's secret police, who delivers the iconic line, "There is no war in Ba Sing Se. There is no war within the walls. Here we are safe. Here we are free.", to the show's hero after they attempt to warn the city of an impending invasion from the Nation of Fire.
