The scene comes from the season 3 special of Spongebob SquarePants, "The Lost Episode." In the special, Patchy gets excited for the "lost episode" while "The Sponge Who Could Fly"[1] airs. The "lost episode" is infamously a series of cheap walk cycle animations. The episode aired originally in the United States on March 21st, 2003. During the segment, Patchy illustrates his dismay at the cheap walk cycle animation that serves as the "lost episode" by shouting before having an emotional tantrum (hown below.)
