Woody asked the 8 ball a question, to which the 8 ball says "don't count on it", Woody then repeats the words of the 8 ball and throws it down. Originally the question he asks the ball is "will Andy pick me?", which regards the trip Andy is about to go on where he can only bring one of his toys. The implication is that Andy will obviously pick Buzz because Woody is no longer his most favorite toy, and Woody's hope that he might get picked is merely wishful thinking.
