This shot is from the 1989 comedy "Erik the Viking." In the film, the city of High Brazil is destroyed in a spectacular fashion but its leader (Terry Jones) insists nothing is wrong even as everything is sinking and collapsing around him. He continues to maintain this stance until he drowns, ignoring the heroes' efforts to point out the obvious destruction. A shot like this would be best used for a situation in which someone is trying to ignore a problem that obviously exists.
