This is a scene from the Canadian show, Detentionaire, in which Camillio Martinez, the student body president, tried and failed to change the mind of Principal Barrage. Its usage is to have the top character say something inane/stupid/a strawman argument, eliciting the bottom character's response. Both figures can be labeled as well.
