How he paved the road that lead them to this point, resulting in their final decision as to whether kill him or take over his position. Someone else made a meme with a similar set up, with Kang as "Agents of Shield" and Loki and Sylvie as all the other Marvel TV shows, implying that Kang is the one making way for others. I was surprised there wasn't a template for this.
