From a character in South Park. He is obsessed with making a big break in Hollywood. He is an adoption case worker who makes jokes in situations where they are uncalled for, to further his acting career, when he should be helping kids. It should be used in situations where one cracks a joke in a serious situation or, when one is inappropriately positive/happy in a serious or sad situation.
