Also, I do know that Latest updates at the top of every hour. How they come up with what order to put them in is anyone's guess.

It's temporary, and I think it's sheer luck. The memes get released in bunches, so you keep seeing the same ones until a new bunch is featured. It certainly helps to be near the top of that bunch but there is nothing that we can do about it. And usually there are a few anonymous memes at the top which are personally annoying to me - I wish I could filter them out...
