Technically our votes don't really do anything. It's the Electoral College that does the voting. Now if they decided not to vote, the House of Representatives would choose the President and VP. If THEY didn't want to vote then... Donald Trump would declare himself eternal king of the United States of Murica.

If, and of course this would never happen, everybody did vote for NONE OF THE ABOVE, the electoral college would be muted, which would as you said refer to the House...
