I never really intended to make a political statement, I just wanted to make a joke. A fairly insulting one as a side-effect, but a joke nonetheless.

If you didn't intend to make a political statement, why would you name (blame) a political party? And that aside, this is not funny... people not getting water because almighty government failed at a fundamental level.
