The jackpot currently is, what, $1.3 billion? With one third of a billion people in this country, that works out to about $4.00 per person. If there isn't enough money to pay lotto winnings, we've got worse problems that any of us realized. Either that, or else the people consumed by thoughts of lotto are bad at math.

You realize how much in debt we are? Even if our great, great grandchildren were some how able to give 4$ a person we'd still be in debt.
