Giving an instruction to a whiner (e.g. "Stop whining") isn't whining. It's a reasonable instruction on a forum such as this one.
Making fun of whiners also isn't whining. One of the functions of humor is to hold up a mirror to people's behavior so they can see what it looks like to others on the outside.
I consider it whining. You say repost "whiners" are whining when they point out a meme, gif, etc. is a repost. I say you're a whiner for pointing out that they are repost "whiners".
