The point is, if I may, A criminal that gets caught with an unliscenced gun, maybe with the serials filed off, is gonna pay a much stiffer penalty than Joe collector down the street who just happens to have an unlicsensed gun with no criminal record. Theres a really good doc about guys in costa rica refurbishing old handguns left from the war with new serials (not legal)shipped to the US everyday, because the criminals know that if they are caught with a gun with serials filed off its hard time. They can and will get their hands on guns irregardless if they background check or not.
