I don't think that's true. I've got 704 non submitteds and only 184 submitted, but my featured score is 95%. The featured score is how many are featured divided by how many submitted (it's on your profile). Not all submitted memes get featured for whatever reason.

Yes, usually if you try to create a new template it's a crap shoot whether or not it will get featured.
