it's always going to be a plural "needs" after "who", i can't think of any other way it isn't that way.

"People who need x..."
"Those who need x..."
"[Plural things] who need x..."

At least that's what I was taught.

OK, i was just thinking too hard about this then, but you're right about that part now.

You we right about the first part though: "a man" is the subject being addressed. At least I think. English isn't my first language.
