Just tested and it works on comments and memes :)

It doesn't show up that way on my screen.

What I did was for memes downvote one refresh and then the likes when down by 1 I tested a few times just to be sure and as far as comments those seem to instantly change

Cool. Thanks for letting me know. My computer must refresh differently than yours. I tried downvoting to experiment and the arrow went red, but even after I refreshed, the number of votes didn't change on it. That's interesting.

It doesn't seem to always update. I guess there was just less traffic last time I tried it or maybe it was just a bug :/
